Community Energy Efficiency Development (CEED) Block Grant Bill Passes Committee

Santa Fe, NM- Today the House Environment, Energy, and Natural Resources voted to pass HB 37, which creates a community energy efficiency development (CEED) block grant program, helping to make utilities more affordable for thousands of low-income New Mexicans and reducing energy consumption across the state. 

The bill would allow counties, municipalities, Indian nations, tribes, or pueblos, and the New Mexico Mortgage Finance Authority to apply for CEED grants for community energy efficiency projects, enabling communities to make improvements to residential buildings that reduce energy consumption and energy-related operating costs. Lowered energy consumption and lowered utility costs would help New Mexico reduce emissions, combat climate change and bring much needed relief to low-income families across the state. Last year alone, PNM reported nearly 46,000 past-due customers, representing $18.9 million in arrears.

HB 37, sponsored by Representatives Ortez, Debra Sariñana (D-Albuquerque), Patricia Roybal Caballero (D-Albuquerque) and Tara Lujan (D- Santa Fe), passed the committee, with a vote of “do pass as amended” along party lines. 

The Roundhouse is open to the public for the session. Proof of full COVID-19 vaccination will be required to enter the building.
